<spanstyle=“font-family:仿宋_GB2312;background:white;font-size:21px”>根据《湖南省院士专家工作站认定办法（试行）》(湘科协通〔2015〕（102号)，<spanstyle=“font-family:仿宋_GB2312;font-size:21px”>为做好2016年湖南省院士专家工作站认定工作，现将有关事项通知如下。<pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”> <spanstyle=“font-family:黑体;font-size:21px”>一、申报条件<pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px;text-indent:43px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>1.<spanstyle=“font-family:仿宋_GB2312;font-size:21px”>企业申报的，其近3年每年研发投入占销售收入的比例应达到4%以上，企业经营状况良好；事业单位申报的，其研发能力在省内同行中应具有较强优势；企业与事业单位联合申报，联合单位原则上不超3家，联合组建院士专家工作站必须有联合组建协议书，协议书应当明确一个主要依托单位及各组建单位在院士专家工作站组建与运行中的权利与义务；<pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>2.申报单位具有较完善的创新管理体系，有专门的研发机构和创新团队，建有省级以上的研发平台（重点实验室、工程（技术）研究中心、企业技术中心、工业设计中心等）、承担过国家或省重大科技项目的单位可优先认定；<pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>3.申报单位与相关领域院士及其科研团队具有稳定的合作基础，双方有明确的、实质性的科研合作项目或<spanstyle=“color:black”><atitle="成果转化"target=“http://www.1633.com/policy/html/hunan/shengkejiting/2014/0310/_blank"href=“http://www.1633.com/tec/“style=”;color:rgb(51,51,51)”><spanstyle=“color:black”>成果转化</span></a></span>任务；与院士及其科研团队签订了合作协议，双方权利义务明确，知识产权归属明晰；</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>4.申报单位制定了3年以上院士专家工作站建设与运行规划和具体方案；</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>5.院士专家工作站有相对固定的办公场所、工作人员和稳定的经费保障。</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px”><spanstyle=“font-family:黑体;font-size:21px”>二、申报材料要求</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px;text-indent:43px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>1.</span><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>申报单位填写《湖南省院士专家工作站设立申请表》，并附与院士签订的合作协议、院士专家工作站筹建情况、院士专家工作站3年发展规划及《申请表》中所涉内容的相关佐证材料。</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px;text-indent:43px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>2.</span><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>需提交《湖南省院士专家工作站设立申请表》（一式四份）及其附件材料（<spanstyle=“color:black”><atitle="胶装"target="http://www.1633.com/policy/html/hunan/shengkejiting/2014/0310/_blank"href=“http://www.1633.com/tec/xzt/JiaoZhuang/“style=”;color:rgb(51,51,51)”><spanstyle=“color:black”>胶装</span></a></span>两套并盖骑缝章）。</span></p><pstyle=“margin-top:0px;margin-bottom:0px;padding:0px;line-height:39px;text-indent:43px”><spanstyle=“font-family:仿宋_GB2312;font-size:21px”>
