<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>为了引导软件和信息服务业及相关企业按照产业组织优化的原则和市场化的方式创新集聚发展，促进软件和信息服务产业园进一步提升服务企业、服务产业发展的综合能力，根据《湖南省信息化条例》、省政府《关于鼓励移动互联网产业发展的意见》（湘政发〔2014〕6号）、《关于推进“宽带中国”战略促进信息消费的实施意见》（湘政发〔2014〕8号）等文件精神，特制定本办法。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”> <pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>一、原则、范围及分类<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 软件和信息服务产业园的创建和认定坚持政府引导、市场主导、整合资源、顺势而为、提升功能、营造生态的原则。园区自愿申报，市州主管部门推荐，省经信委认定并给予适当支持。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 软件和信息服务产业园是集聚了一定数量的软件和信息服务企业，具备一定的产业规模和产业特色，具有独立的运营管理机构，能够提供软件和信息服务企业所需的网络与办公等方面的共享设施及相应的服务，经县级以上人民政府批准设立的开发区工业园、科技园、软件园和其它产业集聚区，可根据园区软件和信息服务业专业特色命名为“湖南省软件产业园”、“湖南省信息服务产业园”、“湖南移动互联网产业园”。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 二、申报基本条件<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 1、申报主体为省内注册，并建设经营国家、省、市州级开发区、新型工业化产业示范基地的功能片区或城市中心城区的功能小区，为软件和信息服务企业提供服务的企业或单位。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 2、产业初步集聚，软件和信息服务业发展基础较好，且满足以下条件之一：<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （1）已集聚软件和信息服务企业10家以上（含10家），且至少拥有1家软件业务收入过1亿元或3家收入过5000万元的软件和信息服务企业；<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （2）软件和信息服务业主体规模达到10亿元以上。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 3、发展方向明确，有明确的产业发展和招商规划及保障措施；<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 4、支撑服务功能强，可自主支配场地面积在5000平方米以上，其中孵化企业使用的场地占1/3以上，能提供适合软件和信息服务企业发展的工作环境、配套设施和服务功能，可大幅降低软件和信息服务企业创业费用。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 5、管理规范，设立了专门的管理机构负责产业园的统筹协调、对外招商、物业管理和提供配套服务，建立了入驻企业档案，统计数据齐全，能配合做好产业园数据统计。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 6、所在地政府以及本产业园制定了有利于软件和信息服务业落户和发展的配套政策，自身拥有100万元以上的孵化资金，并与创业投资、担保机构等建立了畅通的业务联系。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 三、申报认定程序<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 1、省软件产业园的申请由符合园区条件的专业园区向所在市州经（工）信委提出，由市州经（工）信委审查后上报省经信委。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 2、申报材料<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （1）湖南省软件和信息服务产业园申报表。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （2）园区建设、软件和信息服务业发展及招商规划。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （3）房产、土地权属证明。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （4）机构批准设立文件、人员编制情况及管理制度说明。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （5）注册或入驻的软件和信息服务企业名单及其营业执照和相关资质证明复印件。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （6）其他佐证材料。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 3、省经信委组织对申报材料进行全面评估和实地考察，提出审核意见，并将审核结果在省经信委网站公示七个工作日。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 4、省经济和信息化委员会对符合条件的软件产业园进行批复，并授牌。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 四、考评和管理<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 1、省经信委负责省级软件和信息服务产业园的统筹规划布局，市州经（工）信委负责园区的申报和复核的初审和推荐、园区产业统计工作等。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 2、对园区每年进行复核，实行动态管理。对达到目标管理的予以公告确认，考核优秀的一次性给予20万元的奖励，园区关键、共性技术研发和公共技术服务平台建设等公共服务项目，优先列入省软件和信息服务业相关专项资金扶持计划。对尚未达到目标管理的发布公告并予以摘牌。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 3、考核内容<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （1）园区发展规划实施情况。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （2）园区管理及整体运营情况。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （3）园区软件和信息服务企业经营指标和产业发展情况。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （4）园区公共服务体系建设情况。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （5）所在市州经信委对园区管理的意见。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （6）园区企业对集聚区运营管理机构满意度。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （7）园区企业入驻稳定性。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> （8）其他方面情况。<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 五、附则<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:0em;”><spanstyle=“font-family:宋体,font-size:14px;”> 以上条款自公布日起施行，有效期五年，并由省经信委负责修订和解释。本办法执行期间，如遇国家和省相关政策发生调整的，则作相应修订后执行。
