关于补充遴选申报2022-2023年农产品供应链体系建设支持项目的通知

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>根据《财政部办公厅<spanstyle=“font-family:仿宋_GB2312”>商务部办公厅关于支持加快农产品供应链体系建设<spanstyle=“font-family:仿宋_GB2312”>进一步促进冷链物流发展的通知》(财办建〔2022<spanstyle=“font-family:仿宋_GB2312”>〕<spanstyle=“font-family:TimesNewRoman”>36<spanstyle=“font-family:仿宋_GB2312”>号)精神<spanstyle=“font-family:仿宋_GB2312”>和<spanstyle=“font-family:仿宋_GB2312”>《财政部经济建设司关于加强服务业发展资金使用管理的函》(财建便函〔2023<spanstyle=“font-family:仿宋_GB2312”>〕<spanstyle=“font-family:TimesNewRoman”>255<spanstyle=“font-family:仿宋_GB2312”>号)<spanstyle=“font-family:仿宋_GB2312”>关于专项资金使用管理有关要求<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>结合我省2022<spanstyle=“font-family:仿宋_GB2312”>年农产品供应链体系建设专项资金使用实际情况,<spanstyle=“font-family:仿宋_GB2312”>为<spanstyle=“font-family:仿宋_GB2312”>进一步提高专项资金使用效益,充分发挥专项资金对我省开展农产品供应链体系建设的引导作用,<spanstyle=“font-family:仿宋_GB2312”>经省商务厅、省财政厅共同研究,现将<spanstyle=“font-family:仿宋_GB2312”>补充遴选申报2022-2023<spanstyle=“font-family:仿宋_GB2312”>年<spanstyle=“font-family:仿宋_GB2312”>农产品供应链体系建设支持项目<spanstyle=“font-family:仿宋_GB2312”>有关<spanstyle=“font-family:仿宋_GB2312”>事宜<spanstyle=“font-family:仿宋_GB2312”>通知如下:

<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>一、支持方向和内容

<pclass=“MsoBodyTextFirstIndent2”>按照“强节点、建链条、优网络”的工作思路,结合我省农产品冷链物流强链补链三年计划,<spanstyle=“font-family:仿宋_GB2312”>以农产品集散地和销地为重点,突出强化“长株潭”经济圈冷链集散能力,兼顾提高我省大湘西地区农产品冷链集散能力,<spanstyle=“font-family:仿宋_GB2312”>通过财政资金引导和带动各类市场主体积极参与我省农产品冷链物流体系建设,提高农产品流通效率和现代化水平,推动我省农产品冷链物流建设高质量发展。引导支持的主要方向和内容如下:

<pclass=“MsoBodyTextFirstIndent2”>(一)支持农产品批发市场冷链流通能力建设。<spanstyle=“font-family:仿宋_GB2312”>在集散地、销地支持农产品批发市场冷链流通基础设施改造升级,鼓励建设一批公共冷库、中央厨房等设施,配置一批技术先进、节能环保的冷藏车,加快绿色、高效、低碳、节能冷藏设施应用,建立覆盖农产品储存、加工、运输、销售等环节的全程冷链物流体系,增强流通主渠道冷链服务能力。一是鼓励新建或改造一批标准化、智能化公共冷库,强化产地预冷、仓储保鲜、分级分拣、产地直销和错峰销售等能力,减少农产品产后损失。二是鼓励新建一批中央厨房,配齐鲜活农产品生产加工、分拨配送等设施设备,提高农产品商品化处理水平,实现优质优价。三是鼓励农产品批发市场建设集展示、交易仓储、加工、配送等功能于一体的现代采购、分销配送中心。四是支持农产<spanstyle=“font-family:仿宋_GB2312”>品批发市场建立冷链流通的全过程质量安全管理体系和信息追溯体系,完善农产品批发市场冷链检验检测和溯源等设施设备,严把农产品入市质量安全关。

<pclass="p"style=“text-align:justify;”>(二)支持提高冷链物流重点干支线配送效率。<spanstyle=“font-family:仿宋_GB2312”>在销地支持农产品流通企业、冷链物流企业等改扩建冷链集配中心和低温配送中心,集成流通加工、区域分拨、城市配送等功能,推广智能化移动式预冷库的应用,打通冷链“<spanstyle=“font-family:仿宋_GB2312”>最先一公里<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>,补齐运输过程及两端冷链物流设施短板,夯实冷链物流运行体系基础,提高冷链干线与支线衔接效率。一是重点聚焦肉类、水果、蔬菜、水产品、乳品、速冻食品等六大主要生鲜食品,鼓励相关产业企业分类建设相应要求标准的冷库和配置相关设施设备,优化冷链服务流程与规范,提升专业化冷链物流服务能力。二是鼓励农产品流通、冷链物流等龙头企业建设具备集中采购、低温加工、跨区域配送能力的鲜活农产品配送中心和中转保鲜库,建立面向销售终端的一体化冷链物流快速调配体系。三是鼓励和引导农产品流通企业、冷链物流等企业升级改造或新建一批符合实际的标准化设施,配置和使用笼车等运载单元以及蓄冷箱、保温箱等单元化冷链载器具,并作为采购订货、收验货的计量单元,实现冷链运输全程“不倒托”“不倒箱”,推动农产品冷链技术装备标准化,促进农产品冷链物流各环节有序衔接,减少流通环节损耗。

<pclass=“MsoNormal”>(三)支持完善农产品零售终端冷链环境。一是鼓励连锁商超、农贸市场、菜市场、生鲜电商等流通企业在城市供应链末端加快果蔬、肉禽水产等社区门店建设,并支持在销售终端完善相关冷链物流设施设备。二是鼓励各类农产品流通企业围绕“做优做香湖南饭”、打造预制菜产业链,大力发展“生鲜电商+冷链宅配”“中央厨房+食材宅配”等新业态新模式,支持建设改造前置仓等末端冷链配送网点,配备移动冷库(冷箱)或建设冷链物流快递专柜,大力发展城市“最后一公里”低温配送,提高冷链物流终端配送效率,进一步增强冷藏<spanstyle=“font-family:仿宋_GB2312”>保鲜等便民惠民服务能力。

<pclass=“MsoNormal”>本次农产品供应链体系建设专项资金仅支持申报项目的冷链物流建设内容,非冷链物流建设内容不予补助

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>为确保专项资金执行率,<spanstyle=“font-family:仿宋_GB2312”>按照“<spanstyle=“font-family:仿宋_GB2312”>总量控制<spanstyle=“font-family:仿宋_GB2312”>、奖优罚劣”<spanstyle=“font-family:仿宋_GB2312”>的原则<spanstyle=“font-family:仿宋_GB2312”>,以市州为单位分配申报新增有效投资额度;<spanstyle=“font-family:仿宋_GB2312”>为确保<spanstyle=“font-family:仿宋_GB2312”>专项<spanstyle=“font-family:仿宋_GB2312”>资金使用的安全性和规范性<spanstyle=“font-family:仿宋_GB2312”>,按照“<spanstyle=“font-family:仿宋_GB2312”>先验后补、据实分配”<spanstyle=“font-family:仿宋_GB2312”>的原则<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>对已完成建设并验收且<spanstyle=“font-family:仿宋_GB2312”>投入运营的<spanstyle=“font-family:仿宋_GB2312”>建设类<spanstyle=“font-family:仿宋_GB2312”>项目<spanstyle=“font-family:仿宋_GB2312”>在验收后<spanstyle=“font-family:仿宋_GB2312”>实施“<spanstyle=“font-family:仿宋_GB2312”>事后奖补<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>三、支持标准

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>以奖补资金总额占验收后核定的全省新增有效投资总额比例为基准,有所差异化确定不同类型项目支持比例<spanstyle=“font-family:仿宋_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>单个项目以奖代补比例不超过<spanstyle=“font-family:仿宋_GB2312”>核定<spanstyle=“font-family:仿宋_GB2312”>项目新增有效投资总额的30%<spanstyle=“font-family:仿宋_GB2312”>,且对同一企业奖补总额最多不超过500<spanstyle=“font-family:仿宋_GB2312”>万元。

<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>四<spanstyle=“font-family:黑体”>、项目申报条件

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(一)项目申报单位原则上应为<spanstyle=“font-family:仿宋_GB2312”>项目主体所有人或与项目主体所有人签订自2022<spanstyle=“font-family:仿宋_GB2312”>年开始<spanstyle=“font-family:TimesNewRoman”>5<spanstyle=“font-family:仿宋_GB2312”>年以上<spanstyle=“font-family:仿宋_GB2312”>运营合同的运营管理单位。

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(二)项目<spanstyle=“font-family:仿宋_GB2312”>申报<spanstyle=“font-family:仿宋_GB2312”>单位须<spanstyle=“font-family:仿宋_GB2312”>为注册地、纳税地在湖南省,具有独立法人资格,具备行业相关的经营资质和条件,诚信守法经营的企业<spanstyle=“font-family:仿宋_GB2312”>或农业合作社等经济组织<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(<spanstyle=“font-family:仿宋_GB2312”>三<spanstyle=“font-family:仿宋_GB2312”>)项目申报<spanstyle=“font-family:仿宋_GB2312”>单位<spanstyle=“font-family:仿宋_GB2312”>财务管理制度健全,管理规范,信用良好,<spanstyle=“font-family:仿宋_GB2312”>按照国家统一的会计制度进行会计核算,并对新增有效投资资金实行专账管理。<spanstyle=“font-family:仿宋_GB2312”>无违法违规使用财政资金的记录,无重大民事、经济纠纷记录,在国家企业信用信息公示系统中查询无重大警告警示信息。三年内未发生重大质量、安全生产和环境保护等责任事故,未发生逃废债务、拖欠缴纳税款和社保基金等失信行为。

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(<spanstyle=“font-family:仿宋_GB2312”>四<spanstyle=“font-family:仿宋_GB2312”>)<spanstyle=“font-family:仿宋_GB2312”>统筹考虑2022<spanstyle=“font-family:仿宋_GB2312”>年疫情等不可抗力因素对<spanstyle=“font-family:仿宋_GB2312”>企业运营及<spanstyle=“font-family:仿宋_GB2312”>项目<spanstyle=“font-family:仿宋_GB2312”>建设<spanstyle=“font-family:仿宋_GB2312”>造成不利影响的客观实际,本着服务企业发展、帮助企业纾困解难的目的,<spanstyle=“font-family:仿宋_GB2312”>申报补助的<spanstyle=“font-family:仿宋_GB2312”>新增有效投资<spanstyle=“font-family:仿宋_GB2312”>内容发生时间<spanstyle=“font-family:仿宋_GB2312”>设定为2022<spanstyle=“font-family:仿宋_GB2312”>年<spanstyle=“font-family:TimesNewRoman”>1<spanstyle=“font-family:仿宋_GB2312”>月<spanstyle=“font-family:TimesNewRoman”>1<spanstyle=“font-family:仿宋_GB2312”>日至<spanstyle=“font-family:TimesNewRoman”>2023<spanstyle=“font-family:仿宋_GB2312”>年5<spanstyle=“font-family:仿宋_GB2312”>月31<spanstyle=“font-family:仿宋_GB2312”>日<spanstyle=“font-family:仿宋_GB2312”>(以<spanstyle=“font-family:仿宋_GB2312”>新增有效投资<spanstyle=“font-family:仿宋_GB2312”>内容<spanstyle=“font-family:仿宋_GB2312”>对应的发票和<spanstyle=“font-family:仿宋_GB2312”>银行<spanstyle=“font-family:仿宋_GB2312”>转<spanstyle=“font-family:仿宋_GB2312”>账<spanstyle=“font-family:仿宋_GB2312”>支付<spanstyle=“font-family:仿宋_GB2312”>凭证<spanstyle=“font-family:仿宋_GB2312”>时间<spanstyle=“font-family:仿宋_GB2312”>为准<spanstyle=“font-family:仿宋_GB2312”>)新增有效投资额不得低于<spanstyle=“font-family:TimesNewRoman”>100<spanstyle=“font-family:仿宋_GB2312”>万<spanstyle=“font-family:仿宋_GB2312”>。重大项目采取分期建设的,只对在上述时间段内完成的相关建设内容和投资进行补助。

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(<spanstyle=“font-family:仿宋_GB2312”>五<spanstyle=“font-family:仿宋_GB2312”>)<spanstyle=“font-family:仿宋_GB2312”>此次申报不再支持<spanstyle=“font-family:仿宋_GB2312”>已获得过各级财政<spanstyle=“font-family:仿宋_GB2312”>资金<spanstyle=“font-family:仿宋_GB2312”>支持的项目<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>杜绝同一项目重复申报、多头申报、重复支持。2022<spanstyle=“font-family:仿宋_GB2312”>年已申报<spanstyle=“font-family:仿宋_GB2312”>财政资金支持<spanstyle=“font-family:仿宋_GB2312”>但因疫情等不可抗力因素影响,未实际获得补助的项目可继续申报,但须由市州商务主管部门统一作出专项说明。

<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>(六)<spanstyle=“font-family:仿宋_GB2312”>此次申报不再支持已获得过2022<spanstyle=“font-family:仿宋_GB2312”>年度中央财政服务业发展资金支持的项目单位新增申报项目。

<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>五<spanstyle=“font-family:黑体”>、组织实施

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(一)县市区组织项目申报<spanstyle=“font-family:楷体_GB2312”>(6<spanstyle=“font-family:楷体_GB2312”>月<spanstyle=“font-family:TimesNewRoman”>5<spanstyle=“font-family:楷体_GB2312”>日前<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>各市州和县商务、财政主管部门根据本通知要求,进行广泛宣传发动,采取公开征集项目方式组织符合条件的<spanstyle=“font-family:仿宋_GB2312”>项目实施单位<spanstyle=“font-family:仿宋_GB2312”>自愿申报<spanstyle=“font-family:仿宋_GB2312”>(申报材料模板见<spanstyle=“font-family:仿宋_GB2312”>附件1<spanstyle=“font-family:仿宋_GB2312”>),并在对项目<spanstyle=“font-family:仿宋_GB2312”>进行合规性遴选后推荐至市州有关部门<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(二)市州组织初审推荐<spanstyle=“font-family:楷体_GB2312”>(6<spanstyle=“font-family:楷体_GB2312”>月<spanstyle=“font-family:TimesNewRoman”>15<spanstyle=“font-family:楷体_GB2312”>日前<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>各市州商务、财政主管部门在<spanstyle=“font-family:仿宋_GB2312”>县市区推荐的<spanstyle=“font-family:仿宋_GB2312”>基础上对项目申报条件的<spanstyle=“font-family:仿宋_GB2312”>合规<spanstyle=“font-family:仿宋_GB2312”>性进行初审推荐<spanstyle=“font-family:仿宋_GB2312”>,初审推荐须进行材料评审和现场核查,<spanstyle=“font-family:仿宋_GB2312”>鼓励有条件的市州组织第三方机构对项目进行<spanstyle=“font-family:仿宋_GB2312”>初审<spanstyle=“font-family:仿宋_GB2312”>。各市州推荐<spanstyle=“font-family:仿宋_GB2312”>申报新增有效投资额度见附件2<spanstyle=“font-family:仿宋_GB2312”>,分配原则见附件3<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>项目推荐表见附件4<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(三)省级组织评审<spanstyle=“font-family:楷体_GB2312”>验收(6<spanstyle=“font-family:楷体_GB2312”>月<spanstyle=“font-family:TimesNewRoman”>16<spanstyle=“font-family:楷体_GB2312”>日<spanstyle=“font-family:TimesNewRoman”>-7<spanstyle=“font-family:楷体_GB2312”>月<spanstyle=“font-family:TimesNewRoman”>15<spanstyle=“font-family:楷体_GB2312”>日<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>省商务厅牵头组织第三方<spanstyle=“font-family:仿宋_GB2312”>机构按照“<spanstyle=“font-family:仿宋_GB2312”>先材料评审、后现场验收<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>的程序<spanstyle=“font-family:仿宋_GB2312”>对各市州推荐<spanstyle=“font-family:仿宋_GB2312”>的<spanstyle=“font-family:仿宋_GB2312”>项目进行评审<spanstyle=“font-family:仿宋_GB2312”>验收(未通过材料评审的项目不予现场验收),同时会同有关部门核查剔除重复支持项目。<spanstyle=“font-family:仿宋_GB2312”>省级在实施现场验收时组织各市州商务主管部门交叉对第三方机构责任落实和廉政执行情况进行跟踪监督,在项目验收廉政反馈意见表上如实填写有关情况并签字确认。<spanstyle=“font-family:仿宋_GB2312”>省商务厅会同省财政厅对评审结果进行公示,经<spanstyle=“font-family:仿宋_GB2312”>公示无异议后,<spanstyle=“font-family:仿宋_GB2312”>省商务厅联合<spanstyle=“font-family:仿宋_GB2312”>省财政厅根据评审结果<spanstyle=“font-family:仿宋_GB2312”>和资金分配原则拟制奖补资金分配建议报省人民政府审批<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(<spanstyle=“font-family:楷体_GB2312”>四<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>奖补资金拨付(7<spanstyle=“font-family:楷体_GB2312”>月底前<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>省财政厅会同省商务厅依据省人民政府对奖补资金分配建议的审批结果,将奖补<spanstyle=“font-family:仿宋_GB2312”>资金<spanstyle=“font-family:仿宋_GB2312”>拨付<spanstyle=“font-family:仿宋_GB2312”>至项目所在市<spanstyle=“font-family:仿宋_GB2312”>、<spanstyle=“font-family:仿宋_GB2312”>县<spanstyle=“font-family:仿宋_GB2312”>财政局。<spanstyle=“font-family:仿宋_GB2312”>各市<spanstyle=“font-family:仿宋_GB2312”>、<spanstyle=“font-family:仿宋_GB2312”>县<spanstyle=“font-family:仿宋_GB2312”>财政局应在收到资金拨付指标文后5<spanstyle=“font-family:仿宋_GB2312”>个工作日内<spanstyle=“font-family:仿宋_GB2312”>将奖补资金<spanstyle=“font-family:仿宋_GB2312”>全额<spanstyle=“font-family:仿宋_GB2312”>拨付到项目<spanstyle=“font-family:仿宋_GB2312”>申报单位<spanstyle=“font-family:仿宋_GB2312”>。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(<spanstyle=“font-family:楷体_GB2312”>五<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>绩效评价(8<spanstyle=“font-family:楷体_GB2312”>月底前<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>树立“<spanstyle=“font-family:仿宋_GB2312”>花钱必问效<spanstyle=“font-family:仿宋_GB2312”>、<spanstyle=“font-family:仿宋_GB2312”>无效必问责”<spanstyle=“font-family:仿宋_GB2312”>的预算绩效管理理念<spanstyle=“font-family:仿宋_GB2312”>。省商务厅在奖补资金拨付后下发绩效评价通知,组织<spanstyle=“font-family:仿宋_GB2312”>市州<spanstyle=“font-family:仿宋_GB2312”>商务主管部门、<spanstyle=“font-family:仿宋_GB2312”>县市区<spanstyle=“font-family:仿宋_GB2312”>商务主管部门、<spanstyle=“font-family:仿宋_GB2312”>项目实施单位<spanstyle=“font-family:仿宋_GB2312”>对专项资金使用进行绩效自评。<spanstyle=“font-family:仿宋_GB2312”>省级相关部门在组织第三方机构对<spanstyle=“font-family:仿宋_GB2312”>项目评审验收<spanstyle=“font-family:仿宋_GB2312”>的基础上,结合<spanstyle=“font-family:仿宋_GB2312”>对<spanstyle=“font-family:仿宋_GB2312”>各<spanstyle=“font-family:仿宋_GB2312”>市州、<spanstyle=“font-family:仿宋_GB2312”>县市区自评材料<spanstyle=“font-family:仿宋_GB2312”>的<spanstyle=“font-family:仿宋_GB2312”>综合分析、评估,最终形成全省<spanstyle=“font-family:仿宋_GB2312”>此次专项<spanstyle=“font-family:仿宋_GB2312”>资金<spanstyle=“font-family:仿宋_GB2312”>使用绩效<spanstyle=“font-family:仿宋_GB2312”>自评报告。省<spanstyle=“font-family:仿宋_GB2312”>级相关部门<spanstyle=“font-family:仿宋_GB2312”>将<spanstyle=“font-family:仿宋_GB2312”>强化绩效评价<spanstyle=“font-family:仿宋_GB2312”>结果运用,同时对典型经验做法进行宣传推广。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(二)<spanstyle=“font-family:楷体_GB2312”>落实<spanstyle=“font-family:楷体_GB2312”>推荐<spanstyle=“font-family:楷体_GB2312”>主体责任<spanstyle=“font-family:楷体_GB2312”>。<spanstyle=“font-family:仿宋_GB2312”>各市州<spanstyle=“font-family:仿宋_GB2312”>、县市区<spanstyle=“font-family:仿宋_GB2312”>要严格对照项目申报条件和要求,坚持“<spanstyle=“font-family:仿宋_GB2312”>公平公正公开、依纪依法依规依程序、优中选优自愿择优<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>的<spanstyle=“font-family:仿宋_GB2312”>原则进行推荐<spanstyle=“font-family:仿宋_GB2312”>。要严格<spanstyle=“font-family:仿宋_GB2312”>按照“<spanstyle=“font-family:仿宋_GB2312”>谁推荐、谁负责<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>的要求<spanstyle=“font-family:仿宋_GB2312”>落实项目推荐责任制<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>明确市、县两级商务主管部门推荐责任人<spanstyle=“font-family:仿宋_GB2312”>,<spanstyle=“font-family:仿宋_GB2312”>对申报项目<spanstyle=“font-family:仿宋_GB2312”>的<spanstyle=“font-family:仿宋_GB2312”>合法性、真实性<spanstyle=“font-family:仿宋_GB2312”>及申报新增有效投资额的客观性<spanstyle=“font-family:仿宋_GB2312”>进行严格审核把关<spanstyle=“font-family:仿宋_GB2312”>并全程负责<spanstyle=“font-family:仿宋_GB2312”>,自觉接受纪检监察部门和社会监督,杜绝弄虚作假。<spanstyle=“font-family:仿宋_GB2312”>有关信息须在推荐项目表中如实填报,未明确相关责任人信息的项目视为无效申报。市县推荐项目信息应及时在当地政府或相关部门官网公示。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(三)<spanstyle=“font-family:楷体_GB2312”>把准项目遴选原则。<spanstyle=“font-family:仿宋_GB2312”>各市州、县市区<spanstyle=“font-family:仿宋_GB2312”>要树立“<spanstyle=“font-family:仿宋_GB2312”>把钱花在刀刃上<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>的理念,<spanstyle=“font-family:仿宋_GB2312”>准确把握农产品供应链体系建设<spanstyle=“font-family:仿宋_GB2312”>资金使用的原则和支持重点,把真正能对推动<spanstyle=“font-family:仿宋_GB2312”>农产品集散地和销地冷链集散能力的<spanstyle=“font-family:仿宋_GB2312”>项目遴选出来。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(<spanstyle=“font-family:楷体_GB2312”>四<spanstyle=“font-family:楷体_GB2312”>)<spanstyle=“font-family:楷体_GB2312”>强化项目资金监管。<spanstyle=“font-family:仿宋_GB2312”>各市州要本着“<spanstyle=“font-family:仿宋_GB2312”>从严从紧从实<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>的原则实施项目遴选和资金监管。各市州在项目申报时要严格按照分配的新增有效投资额度控制申报项目数量,省级评审将按市州<spanstyle=“font-family:仿宋_GB2312”>推荐项<spanstyle=“font-family:仿宋_GB2312”>目排序由前至后计算新增有效投资额,全部或部分超出申报额度的项目一律作核减处理。各市州在进行项目初审时<spanstyle=“font-family:仿宋_GB2312”>要主动“<spanstyle=“font-family:仿宋_GB2312”>挤水分<spanstyle=“font-family:TimesNewRoman”>”“<spanstyle=“font-family:仿宋_GB2312”>拧阀门<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>,用准用实新增有效投资申报额度,省级对在组织评审验收时核减的新增有效投资额不予补充机会。对于通过省级评审验收后的项目,县级商务主管部门须与项目实施单位签订关于奖补项目设施设备使用管理承诺协议,要明确项目相关设施设备等资产的使用期限,原则上不少于<spanstyle=“font-family:TimesNewRoman”>3<spanstyle=“font-family:仿宋_GB2312”>年,同时要明确在期限内企业不得随意处置或变更用途。

<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>(<spanstyle=“font-family:楷体_GB2312”>五<spanstyle=“font-family:楷体_GB2312”>)做好政策宣传。<spanstyle=“font-family:仿宋_GB2312”>各<spanstyle=“font-family:仿宋_GB2312”>级商务主管部门<spanstyle=“font-family:仿宋_GB2312”>要<spanstyle=“font-family:仿宋_GB2312”>强化<spanstyle=“font-family:仿宋_GB2312”>政务公开和信息报送的政策措施,在政府门户网站<spanstyle=“font-family:仿宋_GB2312”>及时<spanstyle=“font-family:仿宋_GB2312”>公开<spanstyle=“font-family:仿宋_GB2312”>相关信息<spanstyle=“font-family:仿宋_GB2312”>。要通过多种渠道加大政策解读和宣传推广力度,着力解决工作人员业务不专、企业领会政策不到位等问题。<spanstyle=“font-family:仿宋_GB2312”>要注重对<spanstyle=“font-family:仿宋_GB2312”>典型经验做法<spanstyle=“font-family:仿宋_GB2312”>的总结梳理,并联合主流媒体广泛<spanstyle=“font-family:仿宋_GB2312”>宣传<spanstyle=“font-family:仿宋_GB2312”>推广,<spanstyle=“font-family:仿宋_GB2312”>不断提升<spanstyle=“font-family:仿宋_GB2312”>农产品供应链体系建设<spanstyle=“font-family:仿宋_GB2312”>的社会知晓度和参与度,营造浓厚工作氛围。
