<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>各省、自治区、直辖市及新疆生产建设兵团人力资源社会保障厅（局）：<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>按照《人力资源社会保障部关于加快推进就业信息公共服务网络建设的通知》（人社部发〔<spanlang=“EN-US”_fckxhtmljob=“2”>2011〕<spanlang=“EN-US”_fckxhtmljob=“2”>101号）要求，在各地的共同努力下，全国招聘信息公共服务网建设工作进展顺利，已与全国<spanlang=“EN-US”_fckxhtmljob=“2”>29个省（区、市）的<spanlang=“EN-US”_fckxhtmljob=“2”>127个地市共<spanlang=“EN-US”_fckxhtmljob=“2”>196家公共就业和人才服务机构实现联网。为进一步落实<span_fckxhtmljob=“2”>《国务院关于促进信息消费扩大内需的若干意见》（国发〔<spanlang=“EN-US”_fckxhtmljob=“2”>2013〕<spanlang=“EN-US”_fckxhtmljob=“2”>32号）提出的“建立公共就业信息服务平台，加快就业信息全国联网”要求，<span_fckxhtmljob=“2”>我部研究决定，将全国招聘信息公共服务网更名为中国公共招聘网（域名仍为<spanlang=“EN-US”_fckxhtmljob=“2”>www.cjob.gov.cn），<span_fckxhtmljob=“2”>作为<span_fckxhtmljob=“2”>公共就业信息服务的国家级平台，负责与各级公共就业和人才服务机构联网，汇总共享各类就业信息并统一对外发布。现就有关事项通知如下：<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>一、总体目标<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>到<spanlang=“EN-US”_fckxhtmljob=“2”>2017年底，初步建成覆盖全国的公共就业信息服务平台，<span_fckxhtmljob=“2”>实现中国公共招聘网与全部省级地区和<spanlang=“EN-US”_fckxhtmljob=“2”>70%以上地市的公共就业和人才服务机构联网、<span_fckxhtmljob=“2”>各类就业信息统一发布<span_fckxhtmljob=“2”>、服务功能进一步完善、服务质量进一步提升的目标，更好地为企业招聘用人和劳动者求职就业提供服务。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>二、主要任务<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（一）加快就业信息全国联网<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>按照“覆盖全国、保证质量、分类指导、有序推进”的原则，根据中国公共招聘网目前联网覆盖情况，参照各地经济发展水平，我部制定了《就业信息全国联网进度规划》（以下简称进度规划，附件<spanlang=“EN-US”_fckxhtmljob=“2”>1），明确各地<spanlang=“EN-US”_fckxhtmljob=“2”>2015至<spanlang=“EN-US”_fckxhtmljob=“2”>2017年实现联网的进度安排，由各地具体组织实施。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>1.<span_fckxhtmljob=“2”>确定年度联网计划。各地要根据进度规划，确定本地区各年度《就业信息全国联网实施计划》（简称联网实施计划，附件<spanlang=“EN-US”_fckxhtmljob=“2”>2）。尚未完成省级机构联网的地区，应将省级机构列入第一批联网实施计划。已联网地区中，尚未完成全部省级和地市级公共就业和人才服务机构联网的，应加快推进联网进度。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>2.<span_fckxhtmljob=“2”>做好联网准备工作。各地应于每年上半年组织列入本年度联网实施计划的公共就业和人才服务机构，按照《就业信息全国联网技术规范》（附件<spanlang=“EN-US”_fckxhtmljob=“2”>3）要求，提前做好相关准备工作，及时填报《全国联网机构登记表》（附件<spanlang=“EN-US”_fckxhtmljob=“2”>4）。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>3.<span_fckxhtmljob=“2”>组织开展联网实施。我部将根据各地上报的联网实施计划，组织有关机构进行联网实施，并按实际联网上传数据情况进行联网实施验收。未通过验收的公共就业和人才服务机构，应在一个月内进行整改，并再次进行联网实施。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（二）加强就业信息质量管理<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>1.<span_fckxhtmljob=“2”>实施信息分类上报。我部将制定公共就业信息服务目录，明确信息分类上报原则、发布要求、质量标准及技术标准<span_fckxhtmljob=“2”>（具体内容请在<spanlang=“EN-US”_fckxhtmljob=“2”>http://www.cjob.gov.cn/download/2014.html下载）。各地要按照公共就业信息服务目录的相关要求，逐步将各级人力资源社会保障部门、公共就业和人才服务机构掌握的招聘岗位、招聘会等各类就业信息上报到中国公共招聘网，同时做好本地区公共就业信息的统一发布工作。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>2.<span_fckxhtmljob=“2”>确保信息基本质量。各地要加强就业信息质量管理，对上报信息的指标正确性、内容完整性、数据有效性进行全面核查，建立日常质量审核制度，确保上报信息的基本质量。我部将建立质量评估制度，对联网机构上报信息情况进行质量评估并按月通报。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>3.<span_fckxhtmljob=“2”>发挥省级平台作用。已建立省级公共就业信息服务平台的地区，要按照《就业信息全国联网技术规范》中的有关要求，切实加强省级平台建设，完善信息汇总、质量审核和统一对外发布工作，充分发挥省级平台的示范引领作用。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（三）完善就业信息服务功能<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>1.<span_fckxhtmljob=“2”>扩展就业信息服务内容。各地要进一步扩展就业信息服务内容，在现有招聘类信息服务的基础上，逐步实现就业扶持政策、市场供求分析、职业培训和就业见习、工资指导价位等信息的统一发布和相关业务的网上经办服务。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>2.<span_fckxhtmljob=“2”>拓宽就业信息服务渠道。各地要综合运用各种信息技术，创新公共就业信息服务的手段和方法，构建基于服务大厅、互联网、基层服务窗口、移动终端、<spanlang=“EN-US”_fckxhtmljob=“2”>12333电话的综合、多元、互通的公共就业信息服务体系。<pclass=“MsoNormal”_fckxhtmljob=“2”><spanlang=“EN-US”_fckxhtmljob=“2”>3.<span_fckxhtmljob=“2”>探索与社会机构的合作。鼓励各地开展与社会服务机构之间的合作，探索<span_fckxhtmljob=“2”>在就业信息服务、职业指导、职业素质测评、职业生涯规划等领域向社会提供专业化、多元化、个性化的服务。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>三、工作要求<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（一）加强组织领导，明确责任分工。<span_fckxhtmljob=“2”>各地要高度重视就业信息全国联网、推进公共就业信息服务平台建设工作，将其纳入本地区就业工作总体安排，<span_fckxhtmljob=“2”>组织各级公共就业和人才服务机构参加全国联网。各省（区、市）人力资源社会保障厅（局）要成立专门的领导小组或工作组，主管领导要亲自挂帅，明确分工，落实责任单位和责任人，确保各项工作顺利推进。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（二）加大投入力度，保障建设进度。<span_fckxhtmljob=“2”>各地要<span_fckxhtmljob=“2”>积极协调有关部门，保障<span_fckxhtmljob=“2”>本地区公共就业信息服务平台建设、运行、维护的资金投入。确有不足的，可按有关规定从就业专项资金中列支。同时，要进一步加强对相关资金使用的监督管理。<pclass=“MsoNormal”_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（三）加强分类指导，开展督促调度。<span_fckxhtmljob=“2”>各地要采取省级统筹、分步实施的方式，加强对本地区公共就业信息服务平台建设工作的指导和督促。<span_fckxhtmljob=“2”>我部将视情况对各地进行业务培训，并定期进行工作调度和情况通报。<p_fckxhtmljob=“2”><span_fckxhtmljob=“2”>（四）上报责任单位和联网实施计划。<span_fckxhtmljob=“2”>各地<span_fckxhtmljob=“2”>要按照本通知要求尽快确定<span_fckxhtmljob=“2”>本地区<span_fckxhtmljob=“2”>就业信息全国联网省级责任单位，<span_fckxhtmljob=“2”>抓紧制定<span_fckxhtmljob=“2”>联网实施计划，于<spanlang=“EN-US”_fckxhtmljob=“2”>2014年<spanlang=“EN-US”_fckxhtmljob=“2”>12月<spanlang=“EN-US”_fckxhtmljob=“2”>15日前将<span_fckxhtmljob=“2”>各年度联网实施计划和<span_fckxhtmljob=“2”>《就业信息全国联网省级责任
