<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第一章总则<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第一条为加大人才工作经费保障力度，规范长沙市人才发展专项资金管理，充分发挥资金的使用效益，根据《中共长沙市委办公厅印发〈关于进一步加强党管人才工作的实施意见〉的通知》（长办发〔2013〕25号）精神，以及有关法律、法规和财务规章制度，特制定本暂行办法。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二条本办法所称长沙市人才发展专项资金（以下称人才专项资金），是指为加快推进人才强市战略，由财政专项安排的，主要用于实施经市委、市政府或市委人才工作领导小组批准的重点人才项目、完成中央和省、市组织的重大人才活动、解决人才发展重要问题等方面的专项资金。其管理中的重大问题由市委人才工作领导小组决定。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三条人才专项资金列入财政预算。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第四条人才专项资金的使用必须遵照国家有关法律、法规和财务规章制度，遵循“突出重点、严格程序、规范管理、公开透明、专款专用、注重效益”的原则。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二章职责分工<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第五条人才专项资金由市委人才工作领导小组办公室（以下简称市委人才办）、市财政局和人才资助项目承担单位按照各自职责共同管理。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第六条市委人才办的主要职责是：根据我市中长期人才发展规划和市委、市政府批准的重点人才项目实施要求，结合项目承担单位或项目牵头部门申报情况，编制下年度人才项目资助计划，并根据资助计划申报人才专项资金公共预算，实施人才资助项目绩效评价。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>市财政局的主要职责是：审核下年度人才专项资金公共预算，拨付当年人才专项资金，会同市委人才办对人才专项资金使用情况进行监督管理及绩效评价。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第七条人才资助项目承担单位主要职责是：负责人才资助项目的申报及实施，及时报告项目实施进度；负责人才资助项目专项资金的日常管理，按要求报告资金使用情况；规范使用人才资助项目专项资金，接受监督检查。一个项目有多个承担单位的，由人才资助项目牵头单位负责统筹本项目所有承担单位情况，牵头申报并实施人才资助项目，及时报告项目整体实施进度。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三章适用范围和支出范围<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第八条人才专项资金主要用于经市委、市政府或市委人才工作领导小组批准的人才或团队的引进选拔、培养培训、补贴资助和管理服务等。具体使用范围主要包括：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）高层次人才或团队的引进培养。主要用于高层次人才或团队的引进选拔、课题研究、团队建设、改善生产科研条件、研修培训和对个人的专项补助等。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）人才管理和工作经费。主要用于2009年-2011年长沙市引进储备优秀青年人才的薪酬福利、各类补助、跟踪培养等及市领导联系高层次人才的工作经费等。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）重大人才政策创新和人才项目实施。主要用于落实省、市人才发展规划要求的重大人才政策和重大人才项目，以及其他重点领域人才项目的开发。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）各类人才培养培训。主要用于高层次人才、专业技术人才、经营管理人才、高技能人才、农村实用人才、社会工作人才等人才队伍的培养培训。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（五）中央或省委、省政府以及市委、市政府交办的重大人才工作。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（六）其他专项人才工作和其他需要资助的经费。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第九条为切实提高资金使用效益，人才专项资金应按照“突出重点，确保急需”的要求，统筹安排、统筹使用。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第四章申报和审批<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十条每年初，由市委人才办组织以市委人才工作领导小组成员单位为主的单位开展人才资助项目申报工作。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十一条人才资助项目审批程序为：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1．申报。由人才项目承担单位向市委人才办报送人才项目计划书，内容包括项目名称、政策依据、预期目标、具体实施计划、绩效目标、绩效评价办法、保障措施、资金预算等。一个项目有多个承担单位的，由牵头单位统筹报送本项目所有承担单位情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2．评审。根据《人才项目计划书》，由市委人才办会同市委宣传部、市发改委、市工业和信息化委、市科技局、市财政局等有关职能部门进行技术咨询、综合评审，确定入围考察的拟资助人才项目。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3．考察。市委人才办牵头组织有关职能部门和专家，对拟资助人才项目进行实地考察并公示，提出考察建议意见。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4．审批。公示无异议的拟资助人才项目报市委人才工作领导小组审定。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十二条市委人才办根据市委人才工作领导小组审定的人才资助项目，统筹申报人才专项资金预算，经市财政局初审后报市政府常务会议审核，报市委财经领导小组审定。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十三条人才专项资金预算经市委财经小组审定后，根据项目实施进度，由人才资助项目承担单位向市财政局申报；一个项目有多个承担单位的，由牵头单位统筹本项目各承担单位所需项目资金，向市财政局进行申报。市财政局审核后，从人才专项资金中将项目资金拨付到相应项目承担单位。重大资金项目或特殊资金项目需报市政府批准后拨付。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十四条中央或省委、省政府以及市委、市政府临时交办的重大人才工作所需资金，可由市委人才办和市财政局商议后，报市委、市政府领导审批即可拨付。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第五章监督管理和绩效评价<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十五条市委人才办、市财政局和人才资助项目承担单位，应认真履行职责，加强对人才专项资金的管理和监督，确保专款专用，不得截留、挪用或擅自调整用途。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十六条各人才资助项目牵头单位应于次年1月底前，统筹本项目上年度人才专项资金使用情况书面报告市委人才办、市财政局。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十七条市委人才办、市财政局应于次年对人才资助项目实行联合绩效评价。主要对照申报人才资助项目时确立的绩效目标和绩效评价办法，从项目实施情况、资金使用管理情况、项目经济和社会效益等方面，对上年度人才专项资金进行绩效评价，评价结果作为本年度是否拨付人才专项资金的主要依据，同时纳入人才资助项目承担单位绩效考核。市委人才办、市财政局应根据绩效评价情况，将上年度人才专项资金使用综合情况报市委人才工作领导小组。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十八条人才资助项目承担单位违反本办法规定，有下列行为之一的，终止资助并追回已下拨的资助资金，5年内不再接受该单位申报，并依照国务院《财政违法行为处罚处分条例》的规定处理。构成犯罪的，依法追究刑事责任。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）《人才项目计划书》及相关申报材料弄虚作假，查证属实的；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）截留、挪用、挤占或擅自调整人才专项资金用途的；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）无正当理由未实施人才资助项目的；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）实施人才资助项目过程中违规使用人才专项资金的。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第六章附则<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十九条本办法自2014年10月11日起实施。|
