<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第一章总则<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第一条为推进质量强区战略，引导和激励我区各行各业的组织建立和推进卓越绩效模式，提升产品和服务质量水平，根据《中华人民共和国产品质量法》、国务院《质量发展纲要（2011——2020）》（国发〔2012〕9号）等政策法规精神，制定本办法。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二条长沙高新区质量奖（以下简称高新质量奖）是高新区管委会设立的最高质量荣誉奖，授予为高新区质量发展作出卓越贡献的组织。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三条高新质量奖评审工作遵循科学、公正、公平、公开的原则。坚持高标准、严要求、综合评价、好中选优，坚持组织自愿申报。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第四条高新质量奖每年度评选一次，每届3年，每年获奖组织原则上不超过5个，未达到奖励条件的奖项可以空缺。在同一届获奖名额中关联组织限奖励1个。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第五条高新质量奖为区域内组织申报中国质量奖、省长质量奖的培育阶梯。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二章组织管理<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第六条在高新区质量强区协调领导小组领导下，设立长沙高新区质量奖专家评审委员会（以下简称评委会）,评委会设主任委员1名，由管委会分管质量工作的副主任担任；副主任委员1名，由质监分局局长担任。评委会委员由质量强区协调领导小组成员单位主要负责人和从专家库中遴选的3位权威质量管理专家组成。评委会委员名单由质监分局提出，报管委会批准后公布。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>评委会主要职责：组织、推动、指导高新质量奖评审工作，研究决定评审过程的重大事项；审定高新质量奖评审标准、实施指南和评审工作程序；以无记名投票方式审议确定拟奖励组织名单并提报管委会主任批准。
第七条评委会下设办公室（以下简称评审办）,设在质监分局，作为评委会具体办事机构，负责组织、协调高新质量奖评审的日常管理工作，办公室主任由质监分局局长担任，办公室副主任由质监分局分管副局长担任。评审办的工作人员由专家组组长和相关部门人员组成，每年根据申报组织具体情况确定并公布。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>评审办主要职责：组织起草高新质量奖评审标准、实施细则、工作程序等；组织建立评审专家库和管理各类评审专家组；受理组织申请和资格审核，组织材料评审、现场评审和综合评价；汇总并向评委会报告评审结果，提报审议推荐获奖组织名单。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第八条评审办每年根据需要，从评审专家库内随机抽选专家评审员，组成当年材料评审专家组、现场评审专家组，每个评审组由3一5名评审专家组成，实行组长负责制。评审专家组人员组成、工作制度、议事规则等，由评审办确定并公布。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三章申报条件<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第九条申报高新质量奖的组织，应当具备以下基本条件：
（一）依法在高新区注册登记合法生产经营3年以上；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）质量管理体系健全，实施卓越绩效管理模式，形成自我完善的质量改进机制。质量管理成效显著，产品、服务和经营质量、自主创新能力、市场竞争力等居省内同行业及同类产品前列；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）具有突出的经营业绩或社会贡献，近3年主要经济指标居省内同行业前列；
（四）品牌优势突出，具有良好的诚信记录和社会声誉，顾客满意度高；
（五）鼓励具有自主知识产权、创新能力强、质量管理水平先进、符合战略性新兴产业发展方向、主导产品有较强的市场竞争力、重视企业技术中心等科研机构建设、成长性较强的企业申报。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第四章评审标准和内容<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十条高新质量奖的评审标准按照《卓越绩效评价准则》GB/T19580和《卓越绩效评价准则实施指南》GB／Z19579执行。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十一条为保证高新质量奖评审标准的有效实施和不同领域评审工作的一致性，由评审办按照标准要求，根据产业、行业类别，按量化评分要求分别制订评审标准实施细则。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十二条高新质量奖评审工作的主要内容包括：申报组织资格审核、材料评审、现场评审、综合评价和评委会审议。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第五章评审程序<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十三条公布评审相关事项。在每年度高新质量奖评审前，由评审办在区主要媒体和门户网站上公布当年高新质量奖申报评审工作安排。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十四条组织申报。符合申报条件的组织，根据自愿原则，对照评审标准进行自我评价并提交自评报告，在规定时间内将申报材料报送评审办。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十五条资格审核。评审办负责对申报组织是否符合申报条件进行审核，对符合申报条件的组织提交的申报材料进行形式审核，对申报材料不完备的，及时通知其在规定时限内补充完善。提出进入材料评审的组织名单。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十六条材料评审。材料评审专家组对照评审标准，对申报材料进行评审，形成材料评审报告，提出进入现场评审程序的组织名单，对未进入现场评审程序的组织，评审办书面告知。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十七条现场评审。现场评审专家组对进入现场评审的组织，对照评审标准进行现场评审，形成现场评审报告。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十八条综合评价。评审专家组对通过现场评审后确定的组织，根据材料评审、现场评审和市场（顾客）满意度指数测评报告，对组织进行综合分析排序，形成综合评价报告，提报评审办；评审办根据得分情况，列出不超过8家推荐获奖组织名单，提报评委会。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第十九条审议表决。评委会召开全体委员会议，对推荐获奖组织名单根据综合评价报告进行审议，以无记名投票表决方式确定不超过5家初选获奖组织名单。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十条获奖公示。评委会通过媒体对初选获奖组织向社会公示7天。公示期间评审办负责受理和核查有关意见和投诉并向评委会提交书面核查报告。对公示期存在异议的组织，经调查属实的，由评审办提请评委会取消其获奖资格。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十一条批准公告。评委会根据公示情况，提出获奖组织名单，报管委会主任批准，并向社会公告。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第六章表彰奖励<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十二条获得高新质量奖荣誉称号的组织由高新区管委会表彰奖励，颁发奖牌和证书，给予每家获奖组织一次性奖励10万元。获奖的组织在间隔3年后要再次申报，但对再次获奖组织只授予证书和奖牌，不再发放奖金，不占当年获奖名额。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十三条高新质量奖的奖励资金和评审工作经费列入财政预算，实行专款专用。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第七章获奖组织的权利和义务<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十四条获奖组织在品牌形象宣传推广中使用高新质量奖荣誉称号时，应当标明获奖时间。获奖的组织在间隔3年后不再申请复评的，视为自动放弃，不再使用该荣誉称号。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>荣誉称号不得用于具体产品及其外包装。因过期自动放弃或其他原因被撤销奖项的组织自奖项放弃或撤销之日起，不得继续使用该荣誉称号。不按规定使用荣誉称号的，按照有关规定予以处理。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十五条获奖组织应不断推进技术创新、管理创新，追求卓越，创造更具特色的质量经营管理新方法、新经验。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十六条获奖组织应当履行向社会宣传、交流其质量工作先进经验和成果，发挥典型推动和示范作用的义务。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十七条对弄虚作假，采取不正当手段骗取高新质量奖荣誉的组织，由评审办调查核实后，提交评委会取消其获奖资格并提请管委会撤销其高新质量奖奖项，收回奖牌证书，追缴奖金，并向社会公告。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第八章监督管理<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十八条建立对获奖组织的定期巡访及社会监督管理制度。评审办及有关部门应及时了解获奖组织的生产经营和质量管理等情况；获奖组织应自觉接受有关部门和社会各界的监督，评审办公示投诉渠道，及时受理和核查投诉情况，督促其珍惜荣誉，不断进步。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第二十九条获奖组织在获奖后发生下列情形之一的，由评审办调查核实并提交评委会研究决定后，报请管委会撤销其高新质量奖奖项，并向社会公告。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）发生质量、安全、环保、卫生等重大责任事故的；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）产品、服务质量不稳定，经国家级、省级或市级质量监督抽查判定为不合格的；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）提供的产品、服务被有关部门判定存在欺诈消费者行为，使消费者合法权益受到严重损害的；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）产品、服务质量问题被国外通报或索赔，对国家形象和信誉造成较大损害的；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（五）经营管理不善，出现严重经营性亏损的；<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（六）发生其他违反质量奖宗旨与原则的重大事项。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三十条高新质量奖评审工作实行第三方监督机制，由纪检监察审计部门对高新质量奖评审过程实施监督。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三十一条承担高新质量奖评审任务的机构和人员应严格实行回避制度，依法保守申报组织的商业或技术秘密，严于律己，公正廉洁，按照有关规定、程序进行评审。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>第三十二条评审办要切实加强对评审工作的管理。对在评审过程中滥用职权、玩忽职守、徇私舞弊、造成不良后果的评审人员，取消其评审工作资格，并提请其主管部门或所在工作单位给予纪律处分；构成犯罪的，依法移送司法机关追究刑事责任。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
