<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>二、申报对象：工商注册和税务登记地均在长沙经济技术开发区（含托管园区，以下简称长沙经开区），且在长沙经开区内生产经营的中小微企业。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>三、受理时间：工作日即时受理。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>四、办理时限：46个工作日。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>五、设立依据：《中共长沙市委长沙市人民政府关于振兴长沙工业实体经济的若干意见》（长发〔2017〕9号）第7条“鼓励各区县（市）政府及各园区管委会依法依规出资，新设、参股或控股融资担保机构，建立健全覆盖各区县（市）及各园区的市场运作的政府性融资担保机构体系”。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>六、担保费标准：免收担保费。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>七、申报条件<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、持续经营时间在1年（含）以上。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、符合长沙经开区产业发展方向，其产品有良好竞争力或市场潜力。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、在长沙经开区正常纳税，有连续纳税记录、无安全事故、取得环评合格证等。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、银行信用良好，无逾期记录、无司法诉讼等不良记录。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、长沙开区管委会认定的其他企业。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>八、申报材料<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、担保业务申请表。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、基本资料：经年检有效的营业执照正副本、机构信用代码证、开户许可证、公司章程（含修正案）、消防及安全生产合格证明（如有）、环评批复（如有）、实际控制人夫妻及股东身份证明、法人代表人和高管履历等资料。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、财务资料：近三年年度财务审计报告、最近一期财务报表（最近一期提供科目余额表）、公司银行授信情况（含期限、授信金额、使用余额、担保方式等情况）等资料。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、经营资料：企业银行账户流水、增值税纳税申报表及缴税凭证、产购销合同等经营资料。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、抵（质）押资料：抵（质）押物的权属证明（如有）等相关资料。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、其他相关所需资料。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>九、办理流程<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、申报受理（办理时限3个工作日）。符合申报条件的企业向长沙经开区产业环保局提交申报材料。产业环保局初审通过后，将受理材料递交长沙经开区星城融资担保公司（下称融资担保公司）。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、尽职调查及评审（办理时限20个工作日）。融资担保公司对申请企业进行尽职调查、业务审查及风险评审后，向联合审核会议提出融资担保意见。联合审核会议办公室设在区财政局，成员单位包括为区财政局、区产业环保局、区招商合作局、集团公司。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、联合审核（办理时限7个工作日）。区财政局召集区产业环保局、区招商合作局、集团公司等联审会成员对融资担保事项进行联合审核。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、管委会主任会议审定（办理时限7个工作日）。联合审核会议通过企业融资担保业务后，提交管委会主任会议进行最终审定。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、合同签订（办理时限7个工作日）。融资担保公司根据主任会议审定意见，与申请企业签订合同，办理抵质押手续等。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、出具担保函（办理时限2个工作日）。融资担保公司向合作金融机构出具担保函。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>7、保后管理。融资担保公司对已放款的企业进行定期及不定期的保后管理等工作。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十、分管领导：常利民。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十一、承办部门及处室：产业环保局企业处。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十二、承办人：杨佳文。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十三、办理地点：长沙县星沙街道三一路2号长沙经济技术开发区管委会行政楼裙楼2楼206室。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十四、服务电话：0731-84020071。<pstyle=“white-space:normal;text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>十五、监督电话：0731-84012342。<spanstyle=“font-family:宋体,font-size:14px;”>
