<spanstyle=“font-family:宋体,font-size:14px;text-indent:2em;”>湘西自治州、张家界市、怀化市、邵阳市、娄底市、江华县、江永县、慈利县、溆浦县、武冈市和新化县发改委（局）、财政局：
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>为支持湘西地区产业发展，促进产业转型和优化升级，提升区域造血能力，根据省委、省政府《关于继续深入实施湘西地区开发战略，促进全面建成小康社会的意见》（湘发〔2016〕5号），以及省政府领导有关要求，2018年湘西地区开发产业发展专项资金设立“湘西地区重大产业项目奖补专项”，用于支持湘西地区重大产业项目建设。为做好项目申报工作，现通知如下：<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>一、申报范围及原则<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）支持范围<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2016年1月1日之后开工建设的农林产品加工、文化生态旅游、商贸物流、优势工业等重大产业项目。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）安排原则<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、突出重点。突出支持投资规模大、科技含量高、带动能力强、市场前景好的重大产业项目，项目原则上应纳入市级以上重大项目库。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、择优筛选。综合考虑项目对区域的辐射带动作用、研发创新能力、经济社会效益、投资强度等情况，采取竞争方式择优选取。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、投产优先。优先支持进展顺利、短期内能竣工投产的项目，优先支持纳入2017—2018年省级重点项目名单的项目。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、从严规范。对同一项目（含主要建设内容基本一致的项目）自2016年以来获得国家、省发改委专项财政资金支持额度50万元以上，除国家和省里允许同时向不同领域申报、分年支持或安排中央投资后要求予以省级配套外，其余不再安排。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、定向倾斜。为贯彻落实中央和省委《关于支持深度贫困地区脱贫攻坚的实施意见》，促进我省深度贫困地区加快发展，对于我省明确的11个深度贫困县所报项目，在项目要求及资金安排上给予适当倾斜照顾。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）安排方式<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>综合考虑项目投资规模、工程进度、产业带动、社会效益等因素，以及2017年获得湘西地区开发重大产业投资补助专项情况，分类型直接给予项目单位不同等次奖补资金支持。对同期项目的支持期限不超过2年。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>二、申报条件及申报材料<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）申报条件<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、原则上当期固定资产投资规模农林产品加工项目为0.5亿元（含0.5亿元）以上，优势工业项目为1亿元（含1亿元）以上，文化生态旅游、商贸物流为2亿元（含2亿元）以上。为支持上市、挂牌后备企业发展，对纳入省级上市、挂牌后备企业名单的企业项目，可以适当降低标准。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、产业项目应符合中央供给侧结构性改革政策要求，不属于国家禁止类、限制类、淘汰类以及高污染、高耗能、产能过剩行业的项目。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、不包括电力、矿产开采及粗加工、燃气的生产和供应类项目。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、优势工业项目原则上应在产业园区规划范围内。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、2016年6月30日之后审批备案的项目，项目审批备案原则上要求纳入我省投资项目在线审批监管平台。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、项目管理比较规范，各项制度健全，社会信誉良好，项目单位及其法人代表无违法违规行为。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）申报资料<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>项目单位应按规定自行编制项目资金申请报告，根据项目实际情况提供以下加盖公章资料：<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、项目业主基本情况。包括企业名称、法定代表人、企业地址、获得荣誉情况、职工人数、资产负债、银行信用等级、主要产品生产能力、近三年经营情况等，附企业营业执照、组织机构代码证、税务登记证等。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、项目主要情况。包括项目名称、建设地点、建设期限、主要建设内容及规模、当期投资总额及资金来源、项目进展情况、建成后主要效益等。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、项目前期资料。包括审批备案文件，以及规划、用地、环评等批复文件。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、项目施工许可证、中标通知书等可以证明项目于2016年1月1日之后开工建设的其他有关法律依据(中标公布通知要求网上截图)。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、项目单位与当地政府及部门签订的有关正式合同和投资协议。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、由当地统计部门出具的固定资产投资情况统计报表。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>7、项目业主单位对相关材料真实性、合法性的承诺函。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>8、县市区（园区）发改和财政部门对项目资料真实性、合法性、完整性的审查意见（要求负责人签字）。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>9、市州发改部门出具的纳入本年度市级及以上重点项目证明材料。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>10、其他相关材料，如项目施工照片、其他证明材料等。<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>三、申报程序及要求<pstyle=“line-height:2em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
