<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>一、申报要求<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>项目申报参照相关科研管理规定要求执行。考虑到中欧航空科技合作研究项目特点，补充要求如下：<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）项目申报单位应组成国际联合研究团队，鼓励产学研用相结合。项目的中方团队至少包括3个不同部门的4个法人单位，欧方团队至少包括欧盟3个不同国家的4个合作单位。中方项目负责人和参研人员须有国际合作工作经历，可使用英语进行交流。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）请项目主管部门组织中方牵头申报单位按照相关科研管理规定和补充要求编制项目建议书，建议书的内容须符合项目指南。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）项目建议书须加盖中方牵头申报单位公章，明确牵头申报单位（包括中方、欧方）和所有参研单位的任务分工，同时须附欧方牵头申报单位和国内外所有参研单位的合作协议。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）中方牵头申报单位不能作为参研单位再参与其他单位项目申报，参研单位只能选择参加一个项目团队。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（五）请项目主管部门将包括项目建议书等材料的请示文件2份报送我部，项目建议书格式要求见附件2和附件3。项目建议书为中文和英文两种文本，纸质版分别简装成册，并附电子版光盘1份。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（六）请各项目申报单位认真做好准备，自行联络外方牵头申报单位和参研单位。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>

<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2018年12月4日，开始受理项目建议书申报，所有申报材料报送至工业和信息化部（装备工业司）。送达申报材料的截止日期为2019年4月24日，逾期不再受理。<pstyle=“line-height:1.5em;text-indent:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
