<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>为深入实施创新驱动发展战略，按照《国务院办公厅关于提升大众创业万众创新示范基地带动作用进一步促改革稳就业强动能的实施意见》（国办发〔2020<spanstyle=“font-family:仿宋_GB2312”>〕<spanstyle=“font-family:TimesNewRoman”>26<spanstyle=“font-family:仿宋_GB2312”>号）、《国家发展改革委办公厅关于抓好双创示范基地建设管理工作的通知》（发改办高技〔<spanstyle=“font-family:TimesNewRoman”>2021<spanstyle=“font-family:仿宋_GB2312”>〕<spanstyle=“font-family:TimesNewRoman”>46<spanstyle=“font-family:仿宋_GB2312”>号）、<spanstyle=“font-family:仿宋_GB2312”>《<spanclass=“15”><spanstyle=“font-family:仿宋_GB2312”>湖南省人民政府关于推动创新创业高质量发展打造<spanstyle=“font-family:TimesNewRoman”>“<spanstyle=“font-family:仿宋_GB2312”>双创<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>升级版的实施意见<spanstyle=“font-family:仿宋_GB2312”>》<spanstyle=“font-family:仿宋_GB2312”>（<spanstyle=“font-family:仿宋_GB2312”>湘政发〔2019<spanstyle=“font-family:仿宋_GB2312”>〕<spanstyle=“font-family:TimesNewRoman”>13<spanstyle=“font-family:仿宋_GB2312”>号<spanstyle=“font-family:仿宋_GB2312”>）<spanstyle=“font-family:仿宋_GB2312”>等文件精神，现就202<spanstyle=“font-family:TimesNewRoman”>2<spanstyle=“font-family:仿宋_GB2312”>年<spanstyle=“font-family:仿宋_GB2312”>（第七批）湖南省大众创业万众创新<spanstyle=“font-family:仿宋_GB2312”>示范基地<spanstyle=“font-family:仿宋_GB2312”>（以下简称双创示范基地）<spanstyle=“font-family:仿宋_GB2312”>申报相关事项通知如下：<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>一、总体思路<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>为更好发挥双创带动就业、支撑科技自立自强、促进全民共同富裕等作用，根据国家和我省推进双创示范基地建设的总体要求，聚焦推动创业就业、融通创新、精益创业和全球化创业，依托基础好、创新强、有特色的区域、企业、高校和科研院所，建设一批高水平的省级双创示范基地，通过试点示范完善全省双创发展生态，形成一批可复制、可推广的双创模式和典型经验并在全省推广，推动全省大众创业万众创新纵深发展。<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>二、建设方向与要求<pclass=“MsoNormal”><spanstyle=“font-family:仿宋_GB2312”>省双创示范基地的功能定位主要聚焦创业就业、融通创新、精益创业、全球化创业四个重点方向，<spanstyle=“font-family:仿宋_GB2312”>由<spanstyle=“font-family:仿宋_GB2312”>创新创业资源丰富、体制机制基础完善、示范带动能力强和组织实施条件较好的园区、高校和科研院所、创新型企业等作为承担主体申报。原则上，企业示范基地聚焦融通创新方向开展创建工作；高校示范基地聚焦创业就业方向开展创建工作；科研院所示范基地聚焦精益创业方向开展创建工作；区域示范基地根据自身特色和优势从四个重点方向中选择一个方向开展创建工作（针对不同重点方向，需填报对应定量化指标，详见附件1<spanstyle=“font-family:仿宋_GB2312”>）。<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>（一）创业就业方向。<spanstyle=“font-family:仿宋_GB2312”>聚焦稳就业和激发市场主体活力，着力打造创业就业载体。深化<spanstyle=“font-family:TimesNewRoman”>“<spanstyle=“font-family:仿宋_GB2312”>放管服<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>改革，有效支撑科研人员、大学生<spanstyle=“font-family:仿宋_GB2312”>、<spanstyle=“font-family:仿宋_GB2312”>返乡农民工<spanstyle=“font-family:仿宋_GB2312”>和<spanstyle=“font-family:仿宋_GB2312”>退役军人，以及其他各类社会群体开展创新创业，推进社会服务领域运用<spanstyle=“font-family:TimesNewRoman”>“<spanstyle=“font-family:仿宋_GB2312”>互联网平台<spanstyle=“font-family:TimesNewRoman”>+<spanstyle=“font-family:仿宋_GB2312”>创业单元<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>新模式促进创业带动就业，每年带动形成一定规模的创业就业。<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>（二）<spanstyle=“font-family:楷体_GB2312”>融通创新方向。<spanstyle=“font-family:仿宋_GB2312”>聚焦保障产业链供应链安全，<spanstyle=“font-family:仿宋_GB2312”>着力打造融通创新的引领标杆。<spanstyle=“font-family:仿宋_GB2312”>加快推进科技与经济深度融合、创新链与产业链协同布局、科技成果转化与应用体系建设，<spanstyle=“font-family:仿宋_GB2312”>推动产业链上下游、大中小企业融通创新，形成体系化融通创新格局。<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>（三）精益创业方向。<spanstyle=“font-family:仿宋_GB2312”>聚<spanstyle=“font-family:仿宋_GB2312”>焦支持创新型中小微企业成长为创新重要发源地，着力打造精益创业的集聚平台。<spanstyle=“font-family:仿宋_GB2312”>大力弘扬科学家精神、劳动精神和工匠精神，构建专业化、全链条的创新创业服务体系，增强持续创新创业能力，加快培育成长型初创企业、<spanstyle=“font-family:TimesNewRoman”>“<spanstyle=“font-family:仿宋_GB2312”>隐形冠军<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>企业和<spanstyle=“font-family:TimesNewRoman”>“<spanstyle=“font-family:仿宋_GB2312”>专精特新<spanstyle=“font-family:TimesNewRoman”>”<spanstyle=“font-family:仿宋_GB2312”>中小企业。<pclass=“MsoNormal”><spanstyle=“font-family:楷体_GB2312”>（四）全球化创业方向。<spanstyle=“font-family:仿宋_GB2312”>聚焦深化开放创新合作，<spanstyle=“font-family:仿宋_GB2312”>着力打造全球化创业的重要节点。<spanstyle=“font-family:仿宋_GB2312”>探索搭建创新创业国际化平台、深度参与全球创新创业合作，创新国际合作模式，<spanstyle=“font-family:仿宋_GB2312”>培育创新创业国际化品牌，不断拓展创新创业国际合作空间。<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>三、申报原则和数量<pclass="p"style=“text-align:justify;”><spanstyle=“font-family:仿宋_GB2312”>按属地原则遴选推荐，结合<spanstyle=“font-family:仿宋_GB2312”>实施强省会战略和长株潭国家自主创新示范区建设，长沙市推荐不超过<spanstyle=“font-family:TimesNewRoman”>4<spanstyle=“font-family:仿宋_GB2312”>个，株洲市、湘潭市各推荐不超过<spanstyle=“font-family:TimesNewRoman”>3<spanstyle=“font-family:仿宋_GB2312”>个，其他各<spanstyle=“font-family:仿宋_GB2312”>市州<spanstyle=“font-family:仿宋_GB2312”>推荐<spanstyle=“font-family:仿宋_GB2312”>不超过2<spanstyle=“font-family:仿宋_GB2312”>个<spanstyle=“font-family:仿宋_GB2312”>主体<spanstyle=“font-family:仿宋_GB2312”>创建省双创示范基地。<pclass=“MsoNormal”><spanstyle=“font-family:黑体”>四、申报程序及时间要求<pclass=“MsoNormal”>1<spanstyle=“font-family:仿宋_GB2312”>、各双创<spanstyle=“font-family:仿宋_GB2312”>示范基地申报单位<spanstyle=“font-family:仿宋_GB2312”>需编制湖南省双创示范基地建设实施方案（编制提纲附后）。<pclass=“MsoNormal”>2<spanstyle=“font-family:仿宋_GB2312”>、<spanstyle=“font-family:仿宋_GB2312”>请各市州发展改革委<spanstyle=“font-family:仿宋_GB2312”>认真审查建设实施方案，落实相关条件，于202<spanstyle=“font-family:Time
