<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>为促进我市现代服务业加快发展，充分发挥财政资金对服务业发展的带动作用，引导社会资本加大对本市服务业重点领域的投入，着力培育服务业“新技术、新业态、新模式、新产业”，根据《长沙市现代服务业引导专项资金管理办法》有关规定，结合我市经济、社会发展需求，特制定本项目申报指南。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>本指南是各国家级园区、各区县（市）服务业牵头部门和项目申报单位申报2018年度市现代服务业引导专项资金项目的依据。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>一、支持重点<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>重点支持文化创意、信息消费、科技服务、健康服务、旅游休闲等产业中发展前景好、示范带动作用强的项目，以及服务业企业品牌提升和服务（技术）标准化等项目;有利于促进模式创新、业态创新、产品创新、管理创新等创新型公共服务平台；省级、市级服务业示范集聚区范围内符合支持方向的产业项目或公共服务平台项目。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>二、申报要求<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）申报条件<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>申请市现代服务业引导专项资金的项目，应具备以下基本条件：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、已纳入“2018年度长沙市现代服务业重点项目库”且符合本次专项资金支持的重点方向；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、项目单位为在长沙行政区域内依法注册、具有独立法人资格的企业、事业单位或社会团体，具有健全的财务管理机构和完善的财务管理制度，信用记录良好，无违法违规行为；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、已履行必要的审核（备案）等相关前置手续；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、项目已开工且一般2年内能建设完成；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、项目建设资金来源明确，项目的经济效益和社会效益显著，示范作用明显；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、同一项目（含主要建设内容基本一致的项目，以及从某一已支持项目中分拆出的子项目），近三年内无多头、重复和连续获得财政资金扶持的情形。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）申报材料<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、《2018年度长沙市现代服务业引导专项资金项目申请报告》（附件1），由项目建设单位按要求据实编制；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、《长沙市现代服务业引导专项资金集聚区申报总体方案》（附件2），以省级、市级服务业示范集聚区进行申报的，由集聚区管理机构编制该方案，同时方案中提出的项目需提供项目申请报告（附件1）；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、《2018年度长沙市现代服务业引导专项资金项目申报汇总表》（附件3），由各国家级园区及各区县（市）服务业牵头部门填写；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、《2018年度长沙市现代服务业引导专项资金项目申报承诺函》（附件4），由各国家级园区及各区县（市）服务业牵头部门填写；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、《2018年度长沙市现代服务业引导专项资金申报项目实地查看表》（附件5），由各国家级园区、各区县（市）服务业牵头部门对申报项目进行实地查看，如实填写。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>三、申报程序<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）公开申报<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>符合条件的项目按照属地原则通过各区县（市）和国家级产业园区服务业牵头部门进行申报。其中：省级、市级服务业示范集聚区、省级产业园区向所在区县（市）服务业牵头部门进行申报。各区县（市）申报数量原则上不超过3个，如所辖区域内有省级、市级服务业示范集聚区、省级园区，同时集聚区、省级园区内申报项目的，相应增加1个申报名额；国家级产业园区申报数量原则上不超过2个。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）区县（市）初审<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>各区县（市）和国家级产业园区服务业牵头部门负责对辖区内的申报材料进行初审，重点审查项目申报单位的资格条件和申报材料的合规性、真实性和完整性，并对项目的实际情况进行现场核查。完成材料初审和现场核查后，各区县（市）和国家级产业园区服务业牵头部门对符合支持条件的项目进行排序，出具项目审查推荐意见，于2018年9月5日（星期三）前将正式推荐文件、申报材料（附件1—附件5）报市服务业办（一式三份），同时报送电子版，凡逾期申报、超数量申报、申报资料不全者，一律不予受理。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）部门复审<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>市服务业办收到申报材料后，对已通过初审的项目进行复核审查。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）专家评审<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>市服务业办按照《关于做好2018年长沙市现代服务业引导专项资金项目评审工作的通知》要求，组织对通过复审的项目进行专家评审。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（五）市加速推进现代服务业发展领导小组审定<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>市服务业办将通过专家评审的入围项目名单和建议支持金额安排提交市发改委主任办公会议审议，审议通过后上报市加速推进现代服务业发展领导小组审定。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（六）媒体公示<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>按程序对经市加速推进现代服务业发展领导小组审定的项目进行媒体公示。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（七）资金拨付<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>公示无异议后，市发改委、市财政局联合下达本年度市级现代服务业引导专项资金项目计划，并按程序进行资金拨付。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>四、其他要求<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、各地各有关单位要严格按申报流程及规定，抓紧做好项目筛选、审核和申报等相关工作，对项目及上报资料真实性负责，并通过全国信用信息共享平台认真核查项目单位信用信息。对经市级核实属于多头申报或存在异常信用记录的项目单位，直接取消项目单位申报资格，同时对推荐申报的区县（市）及园区相应核减项目申报数量；各地申报项目质量及扶持项目实施情况，与今后的资金项目扶持挂钩。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、严格执行《长沙市现代服务业引导专项资金管理办法》，任何单位不得以任何形式虚报、骗取财政专项资金，对违反规定的，按照《财政违法行为处罚处分条例》等有关法律法规予以处理。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、同一企业一年内原则上只能支持1个项目。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
