<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>为了引导软件和信息服务业及相关企业按照产业组织优化的原则和市场化的方式创新集聚发展，促进软件和信息服务产业园进一步提升服务企业、服务产业发展的综合能力，根据省政府《关于鼓励移动互联网产业发展的意见》（湘政发〔2014〕6号）、《关于鼓励移动互联网产业发展的若干政策》（湘政办发〔2014〕17号）相关要求，《湖南省软件和信息服务产业园管理办法》（湘经信软件〔2014〕463号，以下简称《管理办法》）有关规定，现就2018年湖南省软件和信息服务产业园申报工作有关事项通知如下：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>一、 申报对象<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、申报主体为省内注册，并建设经营于国家、省、市州级开发区、新型工业化产业示范基地的功能片区或城市中心城区的功能小区，为软件和信息服务企业提供服务的企业或单位。申报主体可根据园区软件和信息服务业专业特色申请认定为“湖南省软件产业园”、“湖南省信息服务产业园”、“湖南移动互联网产业园”。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、产业初步集聚，软件和信息服务业发展基础较好，且满足以下条件之一：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（1）已集聚软件和信息服务企业10家以上（含10家），且至少拥有1家软件业务收入过1亿元或3家收入过5000万元的软件和信息服务企业；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（2）软件和信息服务业主体规模达到10亿元以上。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、发展方向明确，有明确的产业发展和招商规划及保障措施；<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>4、支撑服务功能强，可自主支配场地面积在5000平方米以上，其中孵化企业使用的场地占1/3以上，能提供适合软件和信息服务企业发展的工作环境、配套设施和服务功能，可大幅降低软件和信息服务企业创业费用。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>5、管理规范，设立了专门的管理机构负责产业园的统筹协调、对外招商、物业管理和提供配套服务，建立了入驻企业档案，统计数据齐全，能配合做好产业园数据统计。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>6、所在地政府以及本产业园制定了有利于软件和信息服务业落户和发展的配套政策，自身拥有100万元以上的孵化资金，并与创业投资、担保机构等建立了畅通的业务联系<spanstyle=“font-family:宋体,font-size:14px;text-indent:2em;”>。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;text-indent:2em;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>二、申报材料<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>申请认定的企业应如实提供下列材料：<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（1）湖南省软件和信息服务产业园申报表（附件1）。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（2）园区建设、软件和信息服务业发展及招商规划。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（3）房产、土地权属证明。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（4）机构批准设立文件、人员编制情况及管理制度说明。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（5）注册或入驻的软件和信息服务企业名单及其营业执照和相关资质证明复印件。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（6）其他佐证材料。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>三、申报工作程序及要求<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（一）省软件和信息服务产业园的申请由申报主体向所在市州经信委或省直管县经信局提出，由市州经信委或省直管县经信局审查后推荐上报至省经信委。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（二）市州经信委、省直管县经信局必须严格按照《管理办法》的要求对照相关鉴证材料原件，认真核实园区申报材料，并将申报文件，园区申报材料于8月10日之前送至省经信委软件和信息服务业处。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（三）省经信委组织对申报材料进行全面评估和实地考察，提出审核意见，并将审核结果在省经信委网站公示七个工作日。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（四）省经信委会对符合条件的软件和信息服务产业园进行批复。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>四、考评和管理<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>1、省经信委负责省级软件和信息服务产业园的统筹规划布局，市州经信委或省直管县经信局负责园区的申报和复核的初审及推荐、园区产业统计工作等。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>2、省经信委每年对园区进行复核，实行动态管理。对达到目标管理的予以公告确认，园区关键、共性技术研发和公共技术服务平台建设等公共服务项目，优先列入省软件和信息服务业相关专项资金扶持计划。对尚未达到目标管理的发布公告并予以摘牌。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>3、考核内容（考评体系见附件2）<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（1）园区发展规划实施情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（2）园区管理及整体运营情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（3）园区软件和信息服务企业经营指标和产业发展情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（4）园区公共服务体系建设情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（5）所在市州经信委或省直管县经信局对园区管理的意见。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（6）园区企业对集聚区运营管理机构满意度。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（7）园区企业入驻稳定性。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>（8）其他方面情况。<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”><pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>五、联系地址<pstyle=“text-indent:2em;line-height:2em;”><spanstyle=“font-family:宋体,font-size:14px;”>
